Re the Caltrain data, the ticket system did not change and anecdotally the frequency of spot fare checks remained relatively similar (fairly frequently checked during commuting hours at least). Many stops received an extra train or two per hour (commuting times) due to the new schedules enabled by the faster electric train, and there are now two trains per hour on the weekend rather than just one, so I would not be surprised if the increase in ridership is reasonably accurate
